Paul Williams
Vice President of Solutions, KGS

Paul Williams is a seasoned professional with over 20 years of experience in Information Technology Leadership. He currently serves as the Vice President of Solutions for Koniag Government Services, where he plays a crucial role in driving innovation and delivering effective solutions to clients.

With a Master’s degree in Information Systems, Paul possesses a strong educational foundation to complement his extensive practical experience. His expertise lies in Cloud, Software Development, and DevSecOps, making him a valuable asset in today’s rapidly evolving technology landscape.

Driven by a passion for continuous learning and professional growth, Paul holds several certifications, including Service Oriented Architecture, SAFe (Scaled Agile Framework), Cloud Architect, ITIL (Information Technology Infrastructure Library), and Security+.

Paul has a notable track record in implementing METOC (Meteorological and Oceanographic) systems, with over 6 years of experience developing METOC systems for NAVOCEANO and CNMOC. His deep understanding of METOC systems and their applications has allowed him to successfully deliver advanced solutions to clients.

Alex Burkart  
Operating Group President for Information Solutions and Cyber Security, KGS 

Mr. Burkart is the Operating Group President for Information Solutions and Cyber Security for Koniag Government Services.  He has 25 years of hands-on IT and Cyber Security experience, and is an expert in Cyber Security, Cloud, Virtualization, Linux, Unix, and Microsoft technologies. His expertise with Design/Architecture is both broad and deep. He has also managed multiple classified data center integration, large-scale data center migration, and Cyber Security programs for DHS, DOD, NNSA, FEMA, USAID, and others. Mr. Burkart’s skills are leveraged frequently to brief Federal Cabinet Level Agency Executive Leadership from the CIO to Secretary level where he delivers technical information to stakeholders to facilitate effective risk decision making. Mr. Burkart presently runs a portfolio of Cyber and Operations and Maintenance programs across various government agencies performing Policy and Governance, Computer Incident Response and Forensics, FISMA Compliance, Security Engineering, Threat Intelligence, Insider Threat and Counterintelligence, Training and Phishing Threat Reduction, M21-31 SIEM expansion and maturation work and significant O&M programs.   

Jose Arrieta 
Director of Automation, KGS 

Jose Arrieta is the former Chief Information Officer and Chief Data Officer of the United States Department of Health and Human Services. He oversaw $10B in IT investments, $800B in grants and $26B in Federal contracts in his last three years at HHS. He provided cyber security solutions for 174,000 people and a network that transacted with over 160 countries around the world. Jose led the creation and implementation of the largest public health surveillance capability in the United States during the pandemic and led the implementation of a national supervised machine learning effort to accurately distribute testing supplies and predict pandemic “hot spots” across the United States. He successfully defended the HHS network against multiple large scale nation state driven cyber-attacks. He led the first three implementations of blockchain technology in the public sector in the United States one of which was focused on reducing costs and speeding up procurement lifecycle. Jose was a cabinet level agency executive in the following positions: deputy assistant secretary for acquisition and grants, chief information officer, chief data officer, small business executive chief acquisition executive and senior procurement executive. Jose managed the largest contracting vehicle in the United States. He created and taught the first blockchain course (blockchain and cryptos) at the Johns Hopkins University as well as entrepreneurial finance. He founded small incubator called imagineeer when he left Government. imagineeer is an IT solutions company that currently is focused on developing foundational tools to enable metaverse solutions for sports and entertainment, mental health, hotel and lodging and sustainable energy market verticals. Imagineeer’s first contract was focused on evaluating over 350 technology companies a year focused in science and technology, artificial intelligence, quantum computing, and cyber security for the United States Department of Defense. He has created a secure root of trust, anti-jamming, anti-spoofing, ant hacking, distributed remote monitoring capability for human and machine end points. He has also served on the Board of Directors for a publicly traded sustainable energy, healthcare, and technology company. Jose is the currently the Science and Technology Advisor to the United States Navy Secretary. Imagineeer has won and performed on contracts at the Department of Defense, Defense Health Agency, Department of Homeland Security, Department of Health and Human Services, and Department of State.   

Matthew Campagna 
Cryptographer, AWS

As Lead Cryptographer for Amazon Web Services (AWS), led the design and implementation of scalable cryptographic solutions to protect customer data. Served as the technical authority for cryptographic engineering across all AWS services and internal systems. This includes the AWS Crypto Services and Tools: Key Management Service, PKI, Signer Services, and core cryptographic libraries. Pioneered post-quantum cryptography (PQC) research and defined the migration strategy for PQC across AWS. Sponsored the creation of AWS’s cryptographic computing team, recruiting and developing one of the strongest teams in the industry.
