ANC Direct Award
Measured in weeks rather than months, a direct award procurement provides the Government with KGS’s high quality and CPARS-demonstrated performance 12 times faster than a standard procurement. With open discussion across the procurement process immediately following SBA approval, we offer the ability and expertise to help tailor pre-award requirements for our customers to best achieve their desired post-award outcomes.
- As an Alaska Native Corporation (ANC), we offer a unique, flexible, and streamlined direct award procurement option to our Government customers. Available through all SBA-certified 8(a) subsidiaries within the Koniag family of companies, direct award contracting with Koniag provides the Government with Federal Acquisition Regulation (FAR) and Code of Federal Regulations (CFR) provisioned methods to maximize performance flexibility, mission continuity, and small business goal achievement.
- The Department of War, NASA, and the U.S. Coast Guard require approval of a formal justification if the 8(a) sole-source contract exceeds $100 million; all other federal agencies require approval for sole-source 8(a) contract actions that exceed $30 million. The Buy Indian Act gives preference to Indian-owned firms whenever practical.
- Under federal law, Koniag, Inc. and its subsidiaries, joint ventures, and partnerships are designated “minority and economically disadvantaged business enterprises.” The 8(a) advantage provides a simplified and accelerated acquisition process.
Our parent company, Koniag, Inc., was formed as a result of the Alaska Native Claims Settlement Act of 1971 (ANCSA).

The Small Business Administration’s (SBA) 8(a) program has significantly increased KGS’s ability to fulfill its vision of cultural pride and corporate excellence, and its mission to sustain growth and provide increasing dividends while celebrating community and culture. This has allowed KGS to provide many benefits such as dividends, cultural programming, education scholarships, hiring preference and career development to its nearly 4,000 Alaska Native Shareholders.
Key Direct Award Advantages
No Direct Award Dollar Threshold 13 C.F.R. 124.506(b): SBA may issue a direct award 8(a) contract to an Alaska Native Corporation with a value less than $25M for Federal civilian agencies and $100M for DoW agencies without a J&A. There is no dollar threshold for a direct award with an approved J&A.
The Federal Acquisition Regulation: Inflation Adjustment of Acquisition-Related Thresholds (90 FR 41872, 2025-1641, published 08/27/2025): The threshold for requiring a separate justification or determination and findings when a contracting officer intends to award a sole-source contract to an eligible 8(a) participant is increased from $25 million to $30 million (FAR 6.204(b)) .
Non-Challenged 8(a) Direct Award 13 C.F.R. 124.517(a): KGS 8(a) companies eligible for a direct award or competitive 8(a) requirement may not be challenged by another participant or any other party, either to SBA or any administrative forum as part of a bid or other contract protest.
The 5% Subcontracting Bonus DFARS 252.226-7001: A DoW contractor that subcontracts with any KGS company is entitled to receive a bonus equal to 5% of the amount of the subcontract award through the DoW Office of Small and Disadvantaged Business Utilization (OSDBU).
