Ray Coleman serves as the Chief Information Officer of Koniag Government Services (KGS), where he reports directly to the CEO. In this role, he oversees the enhancement and management of the organization’s internal technology tools and processes, driving productivity and aligning technology solutions with the company’s strategic vision. Since joining KGS in 2022, Ray has brought extensive expertise in leading enterprise IT modernization initiatives for both the Department of Defense and Federal Civilian agencies.

Before joining KGS, Ray served as Executive Program Director of the Cloud Management Office at the Internal Revenue Service (IRS). Prior to his tenure at the IRS, he was the Chief Information Officer for the Defense Contract Management Agency, and subsequently rose to the position of Chief Information Officer at the United States Department of Agriculture’s Natural Resources Conservation Service, following his service as Chief Information Security Officer. Earlier in his career, Ray founded and owned an independent IT security consultancy.

Ray was recently honored as a Top CIO to Watch in 2024 and 2025 by Washington Exec, highlighting his leadership and impact in the IT sector.

Ray holds a Bachelor of Science degree in Internetworking Technology from Strayer University and completed advanced studies at the Defense Acquisition University, achieving DAWIA Level III certification in Information Technology. He is also a proud veteran of the U.S. Army.
