Paul Williams 
Vice President of Solutions, KGS 

Paul Williams is a seasoned professional with over 20 years of experience in Information Technology Leadership. He currently serves as the Vice President of Solutions for Koniag Government Services, where he plays a crucial role in driving innovation and delivering effective solutions to clients.  

With a Master’s degree in Information Systems, Paul possesses a strong educational foundation to complement his extensive practical experience. His expertise lies in Cloud, Software Development, and DevSecOps, making him a valuable asset in today’s rapidly evolving technology landscape.  

Driven by a passion for continuous learning and professional growth, Paul holds several certifications, including Service Oriented Architecture, SAFe (Scaled Agile Framework), Cloud Architect, ITIL (Information Technology Infrastructure Library), and Security+.  

Paul has a notable track record in implementing METOC (Meteorological and Oceanographic) systems, with over 6 years of experience developing METOC systems for NAVOCEANO and CNMOC. His deep understanding of METOC systems and their applications has allowed him to successfully deliver advanced solutions to clients.  

Mia Jordan 

Mia Jordan is an Industry Advisor and Digital Transformation expert at Salesforce, with a distinguished career spanning leadership in both the public and private sectors. A USAF veteran and former 2x Federal CIO (Federal Student Aid and USDA-Rural Development), she brings over 25 years of experience driving large-scale technology adoption and cultural change. Prior to public service, Mia supported digital initiatives across Civilian, Defense, and Intelligence agencies. Today, she helps organizations modernize through AI, data, and platform strategy. 

LT COL DR. COLBY C. “JACK” UPTEGRAFT 

​​Lt Col Colby Uptegraft​ is the ​Chief, Data Science & Artificial Intelligence Division​, ​Chief Data & Analytics Office, Defense Health Agency, Falls Church, VA​.  

Lt Col Uptegraft entered the Air Force in May 2009 to attend the Vanderbilt University School of Medicine as part of the Health Professions Scholarship Program. Since graduating medical school in May 2013, he completed his residency in General Preventive Medicine & Public Health and Master of Public Health through the Uniformed Services University, Bethesda, Md. After residency, Dr. Uptegraft completed a fellowship in Clinical Informatics at Boston Children’s Hospital and a Master of Biomedical Informatics through Harvard Medical School in Boston, Mass. The lieutenant colonel is double board certified in both General Prevent Medicine & Public Health and Clinical Informatics. Prior to his current position, Lt Col Uptegraft led 48 solution teams and 166 individuals charged with optimizing the integration of clinical workflows with digital technology across the federal electronic health record for over 205,000 users and 9.6 million beneficiaries. Dr. Uptegraft is also an adjunct assistant professor at the Uniformed Services University where he instructs (post) graduate-level classes. 

Prior to completing his graduate medical education, Dr. Uptegraft was dual-hatted as Flight Surgeon & Flight Commander within the Base Operational Medicine Clinic, 81st Medical Group, Keesler AFB, MS where he led a team of 30 medical personnel in testing & evaluating standardized workflows for the Air Force Medical Service. During this time, Lt Col Uptegraft also independently taught himself multiple computer programming languages to develop a cross-platform mobile application that consolidates all the medical standards of the Army, Navy, Air Force, and DoD into a single location. These applications have over 50,000 users and widespread adoption.
